Errr. To start off, make a website with blogger, since im assuming from your URL it is meant to be a blog about beyblade. Blogger may help you with running websites, you'll get the experience, then when you are ready, start your own forum.
Forums are really hard to keep up. You need to be able to keep your users on the forum, active and posting, you need content and material to keep them coming back, so try a normal blogging website like blogger or wordpress.
Try these sites:
www.blogger.com
www.wordpress.org
http://www.livejournal.com/ [Maybe not so much for this one]
Also since the URL hints its mainly about beys, try keeping it about beys. I noticed that there was only one little forum about beyblade.
Another tip, remove the default forums like 'Test forum' and etc.
