i have tried to get the burst stopper out so many times (22 to be exact) am i just not launching hard enough?

It's very unlikely you'd be able to get it out without using a string launcher, so no. The only ripcord launchers that might have a chance at working are the Xcalibur sword launchers, but if you have access to those then you should already have access to a decent string launcher.
