In order to become an organizer you need to pass the organizer quiz (found in the tournaments tab) then after you pass that you will be contacted by a staff member for an interview

Well, let's start with the basics. What area do you want to run WBO tournaments in? Have you ever been to a WBO tournament? Are you old enough to run a tournament yourself?

To clarify a bit more you need to be 13 and I don’t really think you need to go to an event to start hosting I’d recommend it to get a feel of it but if you read the Organizer Guide and all the other Format Guides you should be prepared. (Also read the Judge’s Guide, one of the most important ones)
