I read through the rulebooks for the classic format and there's nothing about it being banned or illegal in classic, but I want to make sure though.

Yes it is. It's a difficult part though. With less hard launches it outspins a lot of meta stuff, but the issue is if you go too hard on the launch it self KOs, and if your opponent launches stronger it gets outspun. Seemed really good to me til I noticed that.
