Not sure. If you're a college student it wouldn't hurt to try. As long as you have a school email address that ends in .edu you should be fine.
I wish they had LL Drago in stock though.
EDIT: Actually I just checked amazon for the heck of it and they DO have Lightning L Drago in stock now! So check there if you want to buy it. And I know it should be in the stores with beyblade in stock thread but I just mentioned it here to update the comment I made on this post earlier.
