Sure. It is a bit expensive but it comes with a lot of useful stuff; Storm Pegasis 105RF, Attack Stadium, DF145, and two Beylaunchers.

Libra is one of the best MFB wheels, and is by far the best defense wheel. It is also used in the only top-tier balance combo. It is a staple part and is one of the most important parts to have. The fact that you already have metal faces gives even more reason to get Libra.

HF/S is not that useful from what we know. You will probably prefer to get another metal beyblade instead, plus a launcher, in my opinion.

Which one should I get,

The New defense and stamina reshuffle?

or NEW attack and balance

I am kinda leaning towards d&S due to the fact that I WANT rock aries, and thermal. But killer wouldnt be bad either..

It seems you didn't read the How to use MOJ topic. There are fees you have to pay to use their services. It's all explained on their site and on the MOJ thread here.

Keep in mind I want to make a TOP tier blade.
And the parts I am going to only use are the parts/blades I buy and I have some extra 100 track, df145, d125, and D bottom

Just so you know, if you have 100 bucks to spare, that's more than enough to get the S&D Reshuffle from MOJ even after fees.
