Just Got Mine in the mail and from what I can infer is that it is a semi-aggressive/aggressive driver, if you launch it flat, it is more prone to self - K-O’ing itself rather that hitting a bey (unless it is an attack type) also this is the ultimate counter to maximum Garuda if you have both the Star Frame and The Strike God Chip on the bey (gV)

So wait, does this mean Valt will use everything but the Star Frame? Is the star frame just part of what Takara considers the perfect God Valkyrie combo or is it assumed that he'll probably get that too in either the anime or Manga, maybe both?

Best to wait for Twin Nemesis which also has this Driver. The only way to get it is through CoroCoro magazines and the window for that has passed already
