I'm thinking that so much time was focused into designing the Stadium that Hasbro didn't feel like putting Evolution launchers in there or new parts such as 3, Hit, Ultimate Reboot, and a locked Strike Valtryek. Either way, I'm fairly certain that Hasbro would make new Launchers and put them in all of the Starters rather than reprinting the Rise ones. Also, a dead giveaway that the Valtryek V6 pic is fanmade is the way they edited the Chip Core. It looks like a head-on orientation while the rest of the Bey is angled towards the left.
