Sunrights replaced every single actor ... They moved production from Ocean, to Bang Zoom in Los Angeles to save money.
The first time this franchise gets a legitimately good dub and the entire cast/crew have the rug pulled out from under them ...

Yes, it's a new actress. When watching the episode live, I first thought they had Sabrina Pitre change her delivery to reflect the fact that Valt's older. But no, her and the rest of the original cast have been replaced:

We don't know because they are not in this episode and it's only the first episode so we have only the voices actors of the first characters.

They're not in the first episode, but it's safe to say they've all been replaced too. This wasn't a selective change. They've changed the companies and countries who produce the dub.
