Ok that looks like a new character. It has the iconic rival hairstyle of having it parted a side of their head like Delta, however that change looks a bit drastic compared to Delta. It's parted to the right meaning it can't be Delta's. Actually kind of resembles a Mowhawk more than a part, meaning it certainty isn't Delta or Shu.

A new one showing a guy with seemingly a Mohawk and a turtle neck jacket, all silhouette.

Exactly. As much as I like the guy, this would be a bit too much.
Now that I think of it, why not let the new Spriggan owner be that rival we're talking about?

Here’s a interesting question, which approach is more likely: Bring more old characters aside from the protagonists from seasons 1-3, bring back the rise crew, or completely new characters besides the protagonist with Valt, Aiger, Dante, and the brothers?
