You could say that some finished puberty later than others or are much farther into puberty (Free). If not Valt, Shu, Lui and Free then perhaps those who didn’t appear in turbo?

Free still has a high pitched voice though from what I’ve seen. Same for Lui. Voices are a bit deeper but don’t require whole new voice actors.

Without flashbacks, Rantaro. But unlike Silas, Matt Hill returned to voice Rantaro while Silas got a new actor versus reusing his first one. Come to thing, if Matt Hill comes back this season, Rantaro will be the only Burst character to not get a second actor
I just saw the trailer, and they changed Hikaru and Hyuga's last names from Asahi to Hizashi (spelling).

The subs on TVNZ are not always correct, the subs on Rise episode 25 misspelled Hurricane Defense and I think got another name wrong.
Not by subs, but by what I heard. I didn't see no captions.

Since Turbo, the voicing for Burst has been done in America instead of Canada which is where seasons 1 and 2 were done. Unless Matt Hill is brought in from Canada, Rantaro is most likely getting a new VA.

Yes but in the flashback Ranjiro was a little kid which means it doesn’t really happen after Rantaro hit puberty.
y'all sure it's Hizashi/Hisashi? I hear it too but to some people "1. auto subs are trash, 2. it's not clear it's fast cause they're fast with script reading, and 3. deep voices.."
I put .5x speed on and still heard Hisashi and also kept thinking/saying Asashi to see if it was my brain messing with me and nope still heard it as Hisashi.

But they kept the new actors for Valt and Shu during the flashback of the season 2 finale in “Spirit of Flame! Turbo Spryzen!”. If they hadn’t hit puberty, they could have used the old actors and not altered the voice footage. That thus doesn’t support your theory
