Honestly I feel like 13 has more value than any of these with the amount of dash drivers in it and the level chip it has. If not that, I’d say 21

13 is full of Cho-Z layers though, most of which are mostly unusable in today’s metagame.
23 for the layers I think and 21 for the parts there is no parts that come to the top of my head are bad except king fafnir air knight and dranzer V
