Check episode 6 of sparking. It mentions that the legends are S Rank bladers. The blading league is organized From S Rank and below. It's the same exact rankings system. As for Valt's Legend of Legends title, check episode 21 and 24 for examples of him being introduced as that for his battles. It basically means the Legend that stands above the rest of them. He's called that because he's the top ranked Blading Legend (Ranked #1) and is stronger than the rest of them. This isn't really the place to talk about this. I was thinking the same thing. May have some significance in the story, it may play into the supposed fantasy element to the season, or it may have some symbolic meaning in the story.

I don’t mind Valt losing to Bell bc Bell is a really cool looking character I love his bey and his character seems pretty enjoyable to watch it’s only been 2 episodes but still so far his battle with Lui was actually STRATEGIC plus the fact Lui took him head on without any information on him Bell is immediately my top 3 favorites for now

It’s essentially pointless debating who’s the strongest. There’s so much conflicting evidence and Beyblade isn’t like other sports as it relies heavily on engineering
Sometimes I think Valt fans are just a little overbiased. Not saying every Valt fan is like that, but those people do exist.
Personally i believe Valt is #1 Blader but really only because of his power level compared to other legends. (only time I will mention this)
