Ok that looks like a new character. It has the iconic rival hairstyle of having it parted a side of their head like Delta, however that change looks a bit drastic compared to Delta. It's parted to the right meaning it can't be Delta's. Actually kind of resembles a Mowhawk more than a part, meaning it certainty isn't Delta or Shu.

I can confirm it was certainly a screenshot of a page, you can kinda see the texture and stuff.
Here’s a interesting question, which approach is more likely: Bring more old characters aside from the protagonists from seasons 1-3, bring back the rise crew, or completely new characters besides the protagonist with Valt, Aiger, Dante, and the brothers?

Probably be something like Yugioh gx where Valt is just barely mentioned and helps the protagonist at the very beginning (kind of like Yugi from gx).

Anyways unless Shu and/or Delta decide to get a mow hawk that is a confirmed new character. Horary, now we have 2. Lets hope we can get past 3.
