Is the painted part around the chip painted or is it just plastic? And is the part under the attack ring metal or plastic?

The Core is entirely made of plastic(or the chip and the blue part at the circumference of the chip), and the armor is made of metal(the thing underneath the Blade)

Well then.. that painted plastic looks great. Had me thinking it was metal. Maybe they will do that someday. That means the red armor that comes with this booster is metal
