There were 2 polls, one in 2018 and one back in March of this year. If the poll lasted for two years, Drum and the GT characters wouldn't be included.

Its almost a year old poll with almost over 2 year old renders being used. It was also made March 2020, the month the first Surge products had ALREADY released. They aren't gonna use that to see if they should include x character into Surge. Not only that, but those ranking don't even hold up well since Wyvron has dropped to the #8 spot in the most recent poll.

Is there still a chance it's phoenix? Because the evidence I've seen roughly translates to "Second coming of the flying dragon" but Wyvern already has had two beys in the anime, wild and tornado whereas phoenix only has had one so if this is phoenix it would be second coming but if it was Wyvern it should be third.

Its certainty a possibility to be sure. Dragons in Beyblade are funky. Genesis looks liek some unknown creature but its actually a Dragon, somehow. Same for Apocalypse.
