Be Legal in official tournaments? I am asking this because I painted my Phoenix , as you can see in my profile picture. I want to battle with my Phoenix but I am not sure if I can due to the paint.
Nope. Paint's not allowed. Sorry. It clearly adds extra weight, and perhaps extra burst resistance. Or maybe none of that! But it's still not allowed. You won't be able to use it in WBO tournaments.

  • Foreign Substances & Modification: Beyblade and launcher parts cannot be painted, coated, or physically modified in any way that affects their performance except in the methods explicitly outlined in the green section below . Bladers who intentionally modify the performance illegally of their equipment will be disqualified and potentially banned from future WBO events.

That's the official ruling. I don't think we'd actually ban him from seeing paint on a layer that he wasn't trying to use in an official tournament match. If he did try to use this Phoenix layer in a tournament match, then we'd have a problem.

Why launcher can't be painted?

It makes no sense to not allow to paint launchers cause it shows style and originality. Beys I understand but launchers come on. Let's say I lose my launcher and it has a red eyes black dragon painted on it. I know it's mine so it helps to find your launcher if you lost it at a tournament.

I agree, customizing a launcher shouldn't be a problem. I doubt it adds extra weight to balance out the beys spin or something stupid like that. As you said beys are understandable, but launchers should be fine and shows originality and character.

It makes sense right I can't believe wbo tournaments does not allow to paint your launch it makes it good for you if your launch gets stolen by someone. You can say my launcher has a for example a red eyes black dragon on it.

I mean, rules are rules I guess ._.
Look I didn't write the rules so don't argue at me about it. You can take that up in questions about WBO thread. This here is the "I dumped paint onto my Phoenix, can I use it in tournaments" thread.

Why launcher can't be painted?

I don't know the reasoning behind the rule. Just sharing what the rule is.

Maybe it would be harder to tell if a launcher is fake (non-Hasbro or non-Takara Tomy) if it was painted? I don’t know 🤷🏻‍♂️

I believe you are allowed to paint or customize your launcher grip though. So at least you can personalize it that way.
In the green section, it says launchers, grips, and accessories can be painted or decorated in a way that only affects it aesthetically, so I'm pretty sure that means don't do anything to the parts that make the launcher function and make sure that the paint job doesn't add weight to the launcher. Basically, small doodles, stickers, and other such decorations should be fine. As for the Beyblades themselves, the reason has already been stated: it's possible to modify your Bey's performance to a marginally better level, which could make a big difference in a mirror match, thus being unfair.

The way I understand it is that things like accents, extra details, symbols (within reason), etc should be fine, whether done with sharpie or a minimal amount of paint, as long as it's on the main casing.
The issue lies more with the moving parts of the launcher, and the people who (for lack of a better description) essentially dunk their launcher into a bucket of paint in order to "decorate" it.
Here’s what was referencing from the rule book:

Painting or Decorating Launchers/Grips/Accessories: Launchers, Grips, and Accessories may be painted or decorated for aesthetic purposes only. Any paint or decoration added must not affect the performance or originally intended functions or gimmicks of the part and should not obstruct your opponent’s ability to launch properly in any way. If a judge determines your launcher, grip, or accessory has been modified to the point of illegality due to such modifications, they may tell you to you switch to a new version of that same part.

I think my original post caused confusion (myself included). Reading it closer the ban seems to be on painting “launcher parts” which I think means more like gears, strings, ripcords, etc.

As you can see from this post, painting/decorating the casing of the launcher or grip seems A-OK 👌🏼

Just wanted to clear this up since it seems my original post did more harm than good.

Your original post was fine. If people want to misinterpret or complain when faced with the official rulings, that's on them. You did the right thing.
