Finally ,I'm hyped as hell.

Im hyped for Lane to appear, tho we don't know a whole lot about him he has proven to be quite interesting

Is there any evidence, or is it just someone random?

13 is about them going into the cave and going through obstacles to rematch Lui. Hyuga was supposed to vs Lui but it was postponed due to a storm. Next ep Hyuga disappears and Lane shows up and is also looking for Lui. Lane is confident he’s gonna beat Lui and is cocky. Episode 15 is called Lui vs Lane and Lane has a special Laucher or Launch that Shu gave or taught to him. (Because I don’t know which it is). They just battle that’s all it says pretty much.

I am now scared that this will be Lui in Cho Z all over again.

Episode 13 Description: Hyuga and Hikaru rush through Louise's cave to follow Louis.  However, behind it is a training facility where various trials continue, and if you do not clear them you will not be able to reach the final point where Louis is.  Furthermore, the Bombers are divided into two parts in the middle of the trial.  Although Hyuga and Hikaru are separated, they fight for Louis to rematch! (Unedited). 
Episode 14 Description: It was Hyuga who challenged Louis to a match, but the battle was canceled due to a severe storm.  Despite waiting for the storm to subside, Hyuga can't sleep because she can't control her feelings for the battle.  Eventually, when the storm calmed down and Hikaru woke up, there was no Hyuga there...  Furthermore, a mysterious boy who is aiming for Louis also appears, and the turbulent collision by the new generation breaks out!! (Unedited).
Episode 15 Description: A mysterious boy, Lane Valhalla, suddenly appeared, was a newcomer braider coached by the legendary Ben Shu!  Due to his declaration of war, Lane and Louis will form a battle.  When the battle began, the situation would be exactly what Lane had to say, "I can't even touch my baby," and I was overconfident in Louis. (Unedited).
Episode 16 Description: Lane, who declares victory with absolute confidence, and Rui who is more excited about this battle. The lane's launcher, which shoots an energetic shot, breaks down without being able to endure the mosquito as the two fights continue.  He was presented with his own launcher by his teacher Shu, and he remembers the various tactics that have been struck.  Will you really win? (Unedited).

As for the special launch, it may be Southern Cross Shot/Crux Boost since Shu taught that to Fubuki too

Shu taught this guy even though he was aggressive as Free saw? Hmmmm
