Next time please use the actual release thread because you can find the answers to your question there, but to answer your question the owner will be Lui and it is releasing this season (5).

Rage Longinus will appear in beyblade burst superking at some point soon I think. The owner will be Lui Shirosagi as advertised on the poster and box art. I'm fairly positive that Hyuga and Hikaru will battle Lui, as they are the main characters.
