The comparison of the three Defense series bottoms usually end(ed) up with WD getting the top spot; until recently(i.e. since about a year
) we saw how different bottoms perform better than each other on certain setups. WD does great on low tracks, while D is awesome on high tracks.
SD though, exists as a substitute in today's meta. So, I wouldn't take it further in the discussion.
OK, coming back to the WD vs. D comparison, it really depends as to whether what'd do better.
WD is certainly better than D when used on lower tracks; while D outperforms WD on high tracks.
So the relation you gave doesn't hold true completely, but yeah, this is just my viewpoint.
I do not know if this has actually been the actual scenario, but IMO, it shouldn't be such.
Still, if there's something really important that I might have missed out on; something that is actually the "defending statement" of that theory you mention, please let me know.
