As you probably know, the LR beylauncher from Cho-Z Achilles is arguably the strongest launcher in the game. However mine sort of broke. It still works normally except the string doesn't retract after I pull it, so I have to manually wind it back. Do you know if this is tournament legal?
It says no right in the burst standard format rules:

"Broken Parts: Beyblade parts that are broken in any way are considered illegal and may not be used in WBO events unless otherwise explicitly specified in this rulebook. See “Breakage During Play” in the Gameplay Appendix for detail on how to proceed if your part breaks during a match."

Actually, while Deceased Crab was essentially correct, I don’t think I would call that “broken”, per se, rather than “not at an optimal performance level.”

Is this every time or is it just sometimes. If it's just sometimes, that's perfectly fine, but if that's all the time, it's time to get a new launcher. But you wouldn't get kicked out of a tournament if your launcher is broken, as long as someone has a spare.
