Agreed, he was basically another version of Takane (Amane's brother) and suffered the same annoying bits I had with him. Doing his annoying over-the-top battle commentary and being a pointless comic relief, but without actually being funny.
Except whether Takane at least had occasionally decent moments, particularly his support for his brother, I can't think of any moments where I found Chuck enjoyable or funny.
Then again, neither of Hyuga and Hikaru's other friends, Raika and Gun have any importance either. In fact, the trio, Chuck, Raika and Gun are just superfluous characters that serve no purpose outside of being the main characters' friends and for comical antics. And yet, the show decides that they should be recurring characters that appear in nearly every episode of Sparking alongside the brothers.
And no, being "unique" is not an excuse to have these pointless characters be part of the main cast appear in almost every episode of Sparking.
The same could be said with Akira/Andrew and Billy from the original season, but at least they had funny or entertaining moments and didn't appear in every episode alongside Tyson and his friends.

The only reason I can think of for them appearing this often (but it only works around the start of the series) is to show that our protags aren't the anti-social type of person who only starts to gain friends after the plot is set into motion.
They were simply trying to establish that Hikaru and Hyuga actually had some friends before meeting the Legends, and that's all.
However, this trope of characters usually disappears for most of the show, (Take Katsu and Riku from YuGiOh SEVENS as an example; these two were established to be Yuuga's friend from before episode 1, yet they were reduced to simple background cameos and being there to cheer on Yuuga during his more important Duels) due to the fact that they don't do anything to push the plot.
Which is why I see no reason for their existence anymore (But I have to admit, Raika's really cute so I don't mind having her as the token mini-moe of the season).

And that's fine. I don't mind if they exist to establish that the Asahi brothers had friends. Again, Andrew and Billy were included for the same reason in the first season of the original series. However, if they're really going to stick around the main characters as part of the main cast in almost every episode this season, then they should at least give us a reason to be invested in them. Otherwise, they're just superfluous characters who don't need the amount of screen time they're given.
I'm not asking that they all have to be major characters, but at least give us something at the same level as say, Ichika from GT. Ichika existed to fill in the members for Team Victories, sure, but her connection to her brother Fumiya (a character who honestly gets more hate than he deserves) gives both of them small, but neat little moments.
Don't get me wrong, the trio Chuck, Raika and Gun are likeable as they are and it is cool that as established friends of the main characters, they still go on adventures with them which makes them feel like a genuine group of friends. However, we hardly know anything about them besides their main traits, despite how much screen time they have. The only things I know about the trio are Chuck being the crazy announcer kid, Raika is the camera fiend who has a crush on Sisco, and Gun is the sane one of the trio.
I think I'd be fine with them if they appeared in smaller doses because it would make their lack of purpose or character, outside of being friendly and comical, more forgivable IMO.

The announcers. They're too over the top compared to the Blader DJs in the Metal Saga, and the most annoying ones would be the HELL and the Dead Gran announcers like... why? Just why do you have to say 'bad boys and girls'? It's edgy as all hell except its not and you failed being edgy and instead became laughable.
