It should be first come first serve. 1st gets first pick, 2nd gets 2nd, and 3rd gets 3rd pick.

Read the format rules. Read the spreadsheet of allowed and banned parts. Read the Burst rules to find out what launcher modifications are allowed.
You should try to answer your own questions when you can.

Some God Layer/SwitchStrike layers are allowed Cho-Z isn’t but there are Slingshock layers allowed(the ones that are just recolors minus J2) there should be a list of legal parts

You can't use MFB or Plastic/HMS Beyblades in any Burst tournament. This tournament is for Beyblade Burst only, and even then only some of the Burst Beyblades are allowed. You can read about what parts you can and cannot use here:
