So im sure I saw a post on here about getting a level chip when you win a a tournament is that true?

Level chips of 3 different colors were given to 1st, 2nd, and 3rd places in Wbba/G4 (?) Tournaments, Gold for 1st, Silver for 2nd, and Bronze for 3rd, they have become easier to obtain with the recent release of the Cho-Z Guidebook, which has a Yellow translucent Level Chip.
In other words, If you win a Organizer-Hosted tourney, if the prize is a level chip, that may be the only way you could get it without buying one online or on the WBO.

There are multiple ways to get Level Chips, but only if you are actually in Japan. Whether or not any WBO tournaments have Level Chip prize is up to the organizer and their ability to get ahold of one. I wouldn't count on it being the prize, but if there are people who sell Beyblades at the tournament, they may bring some Level Chips for sale.

These are the official ways from Japan:

• The first way is to place 1st, 2nd, or 3rd in a local tournament in any WBBA approved store, which happens every other month. From this, you get the gold, silver, or bronze Level Chip.
  
• The second way is to collect 3 BeyTickets, which you get for participating in the monthly events at your local WBBA approved store. So even if you don't win a tournament, you get a step closer. This is how you get the blue Level Chip.
  
• The third way was to get it from that World Toy Fair thing, where they gave out yellow Level Chips. This is over now, though.
  
• The fourth way is to get the Beyblade guide that came out, which comes with a Level Chip as a prize.
  

It's like $23-$30 (USD) to buy a Level Chip on eBay, either by itself or with the guide. That's the easiest way to get one.
