Basically my "Soaring Strike" launch is done by launching gV straight into a wall so it bounces off into the opponent, It's capable of ko/bursting top tier defenders (Sr.0b.O). However, I wonder if it's legal in tournaments?
So long as the motions don't hit the opponent's launcher, it's fine

It's best done with gV. The spring is crucial to the bounce. It helps if your gV has a good spring.
