Spriggan Requiem Good except driver (Be careful of teeth wearage) for balance and attack or defense for disc
Drain Fafnir Good Layer for balance
Screw Trident Good Layer and frame for stamina and attack for the frame
Legend Spriggan Good Layer and disc (Be careful of teeth wearage) for attack and anything for the disc
Sieg Xcalibur Good Layer and good-ish disc for attack
Alter Chronos Good Layer for defense
Twin Nemesis Good Layer for attack
These were all within your price range last year when I bought beyblades. E.g. Boosters 11.95 and starters 17.95 from Skyliners2012. Prices have gone up and I'm not sure if they are within your price range.
You could also take your chance at a Random Booster like rbv 6 with a 3/8 chance at Atomic, a good stamina or defense driver, or rbv 7 with a 1/8 chance of getting Garuda, a good defense layer, or rbv 9 with a 1/8 chance of getting Beat Kukulcan, a good layer for attack. I only talked about the new stuff in the Random Boosters.
Also, you could save up for a set like the God Customize Set.
All the things mentioned were God Layer stuff. I didn't talk about Dual, Single, or Super Z stuff.
Also, another good combo with the parts in the god set would be: df.7b.at.
$27 will not buy you a God Customize set.
Sr is your best bet.
I agree with @[OldSchool™] . Sr is good and can beat almost or all the God beys.

Buy Spriggan Requiem. Awesomeness aside, it comes with a L/R launcher. Just make sure you get it from a seller you can trust, as tempting as some of the really low prices may be.
Then start saving for the God Customize Set. What's in April will reveal itself and people will find out if it's any good in time (just like how we're finding out that wV, zA, and eF are coming across as fairly underwhelming).
It's getting warmer in the US now, so be on the look out for odd jobs to score some extra cash.

Amazon is more expensive, but also has returns in case you get a fake.
Ebay has more fakes, but lower prices. Use your brain here. If the price is too good, it's probably a fake here.
Those prices are too good to be true. At best, you can get the God Customize Set for about $50 USD from Hong Kong. That's about how much it goes in-store in Japan (4968 yen is a couple bucks under $50 at the moment).
pvccard.expert and
skyliners2012 are some Hong Kong sellers whose names I've seen recommended here. I've had a good experience with pvccard.expert recently myself and it took under 2 weeks to get.
B-108 is a new remake of B-88 and is going for about $11 from the good Hong Kong sellers. B-88 is more in the $25-35 range, so look for B-108 instead. Edit: Nope, my bad, the remake for B-88 isn't out yet. B-108 just looks similar.
The God Customize Set usually goes for about $45-$70 from what I've seen from a quick glance. To see it for about $15 seems very off, especially since the pictures are an exact match for another listing (
https://www.ebay.com/itm/Original-Takara...Sw3fZaJme9). Both the price and the copied pictures are serious red flags that point out likely fakes.
The TT L/R launcher falls in the same price range from a cursory search, so the same red flag of being way cheaper than it should be is there too. Neither of these are even remotely likely to be legit.
