It's been unbanned and it's still top tier
Very overpowered, was really hard to Burst and the only counter at the time, Guardian Kerbeus, was a little inconsistent.
Now we have Deep Chaos which can outspin it easily and the increased use of Bearing allows many other combinations to outspin it
Plus Layers such as Sieg Xcalibur can Burst Maximum Garuda much more easily now

It was on a trial ban previously, which you can read about here.
But then later, the ban was lifted.
