I want to know because I've heard you can't by some people, is this true?
You can put the Hasbro tips on a tt layer, but it could break one of the two.

Thanks, just making sure
The discs are perfectly fine on both brands to customize, it is only the tips and layers you cannot combines for these reasons: You can break your Hasbro Energy Layer if you put a TT Driver in, because of the EXTREMELY tight fit, wearing down the slopes inside. The Hasbro Tips are very loose on a TT Layer and makes them easier to burst.
Moved to Beyblade Hobby Q&A.

To be clear: Hasbro Energy Layers cannot be mixed with TAKARA-TOMY Drivers and TAKARA-TOMY Layers cannot be mixed with Hasbro Performance Tips in WBO Organized Play events (Disks/Forge Disks can be used with either brand).

BeyCrafter is also correct, and any Hasbro Energy Layers damaged through use with Takara-Tomy Drivers are illegal in WBO-sanctioned tournaments because the damaged slopes make Hasbro's Energy Layers fit more tightly and therefor harder to burst.
Sorry if I do not understand this well, but if the slopes are damaged, then how would they be tighter? wouldn't they get looser?

The way in which the slopes are damaged makes them fit more tightly because they become deformed. You can see a photo of the damage this does to an Energy Layer's slopes in the "Before the Match" section of the Organizer's Guide on our Rules and Resources page.
Oh...it made my V2 weaker...idk if it really did or not...but do all Hasbro layers react like that?

Yes, because they all have slopes

It depends on how you force it in maybe? Basically if it pushes them in it makes it a tight erratic fit.
Only the disks
MFB: yes

Burst: only some discs
