Is this tournament a Hasbro only format? In the rulebook it says it is illegal to use Takara-Tomy layers and drivers. Is this correct?

It's Tamara tomy and Hasbro you can use both

It's only that you can't mix TT and Hasbro layers and drivers.

So if you don't have a Blader passport, are we not able to enter, or is there an entrance fee for those without passports?

you can still enter the event you don't need a blader passport
This is my son's first event we are driving up from Richmond, VA - I've seen posts about this being Angry Face last tourney ( or is this a play on the Star Wars release?) IF this is the last event - where else in Virginia are there tourneys? I have volunteered with Wizards of the Coast and GenCon, and was a store tourney organizer and level 1 judge for Magic the Gathering plus Dungeons & Dragons - So it may be that we start hosting BeyBlades out of Richmond? So long as I can get certified as a Judge for BeyBlades?!?

Yes Angry Face is leaving. I did the organizer quiz so that i can host tournament in Virginia. I might be the one that host them next year.

Of course you could host tournaments in Ruchmond. We can show you some ropes and how to judge matches. Ideally it would be best if you could have another account for yourself as a parent? There's also discussion in
this thread. I also would love to lend over some stadiums to help you out but unfortunately I need to keep them for myself for future tournaments that i will be hosting.
