The layer is literally a circle, how can it break, one of the orange parts of it came off. How do I put it back together, while still having the bey be legal, and not having too much weight added, also the orange part of it didn't fully come off. I don't know how to o attach images.

You'll have to unscrew the layer and put the plastic chain part back in
You need a tri-wing screw driver though, it's quite expensive
