Here's my speculation for this
B-190 - If it's a battle set (2 beys, 2 launchers, 1 stadium) it could be Perfect Belial vs Longinus/Valkyrie (they'd be recolours) OR perfect Belial and a new bey. The last set like this was the Limit Break Dx set, and all of these sets have had the main character's beys and one other (excluding the Sparking sets since 2 main characters).
thus, Perfect Belial and an opponent, possibly a Rashad evolution (seems a bit unlikely since that'd be the finale battle, probably) or a new bey, or if we're unlucky a Longinus or Valkyrie recolour. It's possible it'll be Ilya's but she doesn't seem to have any connection to Bell (at least what we've seen, ep 20 might change this) unlike the past few battle sets (Drum vs Valt, Aiga vs Valt/Aiga vs Lui, Hyuga & Hikaru etc)
If it's a triple booster - my money's on Ilya's bey and possibly 2 combos (if it's like the Sparking one - probably 1 other db combo and a Sparking combo with a rare part - fingers crossed for Infinite Shield).
B-191 - Can't find anything else called a 'special starter'. It'll probably include a new Power unit for the DB launcher, maybe the central Core unit.
The closest thing to a 'special starter' that I could find is the DX starters from GT, which included swappable parts for the beyblade (venom/erase diabolos, ace/grand/rock dragon). I doubt it'll be a Dragon again, since Drum doesn't seem to be using the 3 interchangeable layers thing for the past few evolutions. However, one bey that for the past 2 evolutions has included a removable part, recently a swappable part that changes its characteristics is Achilles. It's possible this could be a DX starter for Achilles, including attachments similar to Union/Infinite.
There's also the possibility that this is Ilya's bey if the B-190 has Perfect Belial and some Longinus/Valkyrie recolour
November:
B-192 - Rashad evolution, probably. Lucifer The End was released in November, so it's not unlikely. I'm guessing that Rashad will evolve after the Tour ends, and given past arc lengths it should end around October. We know Ilya's bey will be a part of the Tour since it's in the opening, so Ilya's bey will be October and after that Rashad evolves.
December:
B-193 - Probably a Legend blader's bey, maybe Wyvern or something like Dragon. I'd say a Dragon release is more likely than a Helios/Hyperion release, but that's my opinion
B-194 - Random booster with another Legend's bey? I doubt it'll be Wyvern, since the last 2 seasons that had random booster Prizes in the anime never repeated types right after each other, like having 2 stamina types in a row, for example in God (vol 6 - defence, vol 7 - stamina, vol 8 - Balance, vol 9 - attack), or Cho-Z (vol 10 - stamina, vol 11 - attack, vol 12- balance, vol 13 - stamina (driger fang is a balance type from vol 14, but isn't in the anime)
So it's unlikely to be Wyvern since the last random booster was Bahamut, a defence type, so it could be Dragon or some other Legend.
TL;DR: October will 100% have Ilya's bey in it somewhere, there's a chance that Achilles might show up, for the all-in-one it'll probably have Perfect Belial. November will probably be Rashad's proper bey, December is mostly wild speculation but the random booster probably won't be wyvern. thanks for coming to my TED talk.
