Myself and some friends are getting started and wanted to know, if we start battling each other, do we start accumulating beypoints? Where do we report our matches? Is it only at official WBO events that we gain points?

Due to cheating in the past, it is indeed only official World Beyblade Organization tournament battles that count towards the rankings and Beypoints. An entry fee has to be paid, partly to help us financially, but also as an additional method to ensure that there was really x people in the event.

Thankfully though, all of our tournaments are fan-run, so if your area is not already active, you could try organising an event yourself. Simply find the topic dedicated to your region in here and post to see who would be interested in attending. You only need seven confirmed participants including yourself.
