I'm not too sure how far this would get off of the ground but,

I'm thinking about tring to see if we can impliment a stat system. Giving parts stats of 1 - 5, 1 being terrible, 2 being below average, 3 being average, 4 being above average, and 5 being outstanding.

I say give stats simply because, while it doesn't set in stone the perfomance of the beyblade, it will give a pretty good idea on what it is or what it's supposed to be.

A beyblade's overall stats would be averaged out by the stats of the Later Ring and Driver. Of course the different stats would be Attack, how much damage is dealt upon impact, Defense, how much damage is resisted upon impact, and Stamina, how long the beyblade can spin.

If there IS already a stat system already, be it made by Hasbro, or by the Bladers who control the meta-game, feel free to inform me of it and point me to it, because I personally would like to see them. Or atleast what kind of part would have what stat. Though I am aware that stats and performance are two different things.
Statistics have existed ever since Beyblade was released in 1999. Both official companies already attribute stars to parts, so you can look at that, but they are notorious for being really inaccurate. TAKARA-TOMY even seems to have dropped this concept so far in Beyblade Burst. However, we much prefer talking about top-tier parts here, as well as lower-tier and downright useless pieces. As such, we had a system in place on Beywiki that we plan to implement on Beyblade Wiki as well now that the two merged where each part was labelled as being "Great", "OK", or "Bad", and the overall Beyblade gets rated as Must-buy, Decent alternative or For collection purposes only based on if it has top-tier parts or not.

Knowing that and how it is not really useful to know about 2- or 3-stars pieces based on your system, I would advise you to simply look at our Competitive Combos topics, which feature the top-tier lists, and most things you do not find on there is to be considered really not competitive enough, unfortunately.
