Im new here. Im from India. So anybody can tell me where to get a wolborg ms or dranzer ms between $20-$30. I also checked at allatkorea.com but it's temporarily disabled.

Lol the cheapest ive ever seen wolborg for in this day and age is $60.
Yeah those prices are WAY to cheap, maybe you could find a Used dranzer MS for that price, but not NIB (The cheapest NIB one I've seen is $40 (sonokong))

There has been a rather unexpensive Wolborg MS for weeks on Yahoo! Japan Auctions.

Chances are you would not even have to bid on it, nobody seems interested in it.

I recommend using either OkinawamTS or RiderProxy. Alternatively, you could also use Buyee directly on Yahoo! Japan Auctions.
