Burn has more solo-spin stamina (which is important, since against customs that this would be trying to OS, you're essentially solo-spinning while tornado stalling), and it has far more attack (which is the second key point of this custom, since it's designed to KO a given stamina custom it can't reliably OS).
It's the exact same reason why I use Phantom instead of Duo in MF-L Phantom Cygnus 85MF; Phantom (or Burn in this case) brings a lot more to the table.
