Well, it depends.
"Bumping" in applying to an old post or unused topic isn't good, when the post isn't new or informative. But for example, when Dual and I bumped the Bionicle topic a while ago about it's 2015 revival- that was useful information that should be posted.

Getting a message that you are banned probably means that at that moment you were using an IP address that is banned because someone else had it previously and they did something to get thoroughly banned. Just reset your Internet connection or change your device and it will change your IP address, most likely.

It can also happen if you're using cellular data and happen to be an an area near where another member has been banned. I get that message sometimes when I'm on my phone in certain parts of my town.
