I've never been one for Mario Kart games, honestly, but this one does look quite fun - I may get it once I get my 3DS.

I don't like many racing games, would Mario Kart 7 still be fun for me or just fans of racing games?
Mario Kart is an items based racing game series that even non-gamers often enjoy, though until 7 I actually hated the series due to the physics of the game majorly favouring heavey vehicles and drifters. I can't play heavey things and, while I'm fine with drifting in other games, it only ever served to get me killed in double dash. In 7 they appear to have fixed this though.
As for whether or not you'll enjoy the game, have you ever played Diddy Kong Racing (any version), Snowboard Kids (not DS) or any similar game? If you enjoyed those then it's quite likely.
