Depends on the curve, actually. US school systems mostly consider 89 an A, but that's because US educational standards are terrible.
Some standard curves iterate that anything below 92 is a B.

There are a couple of schools in the US that recently abolished the "F" grade entirely, making it impossible to actually flunk out of a class/grade that employs this tactic.
