It's what it sounds like - you need to lose twice (double) to be removed (eliminated) from the tournament.

Too bad I probably won't be able to make it to this tournament, it seems interesting. I want to at least get some tournaments in before my passport expires. I'd also love to see what costumes people come up with. I'll see if I can get a ride from my mom. I haven't ever really been in central park.
I still may be able to make it if she manages to get off of work that day, but we'd need to take a train and a cab to get there.

There will be a lot of people there, but it's a big area. Just keep that in mind. It would be great to see you again!
Your passport expires in April if I remember correctly so I wouldn't worry too much.
