As the others said, you can go to the creation forum and check out the different sig shops.
Some also do custom avatars. Of course, if you are a gifted image creator, then you can make your own!
But for a signature, you need to upload images to a image hosting site (like, flickr, imageshack, etc.)

Welcome to the WBO. We have plenty of Avatar and Signature makers in the "Your Creation" forum. You can also upload your own files by going to User CP > Edit Avatar/Edit Signature.
