There aren't any Top-Tier Balance combos at the moment.
Anyway, I'll build you combos for each of the primary types.
Attack:
Lightning L Drago 100RF (Very Good. Add a Metal Face for it to be Top-Tier.)
Defense:
Dark Wolf DF145WD (Bad. There isn't a single part here that performs well at Defense.)
Stamina:
Burn Phoenix DF145 WD/SD (Top-Tier)

try l-drago ch120 with RF/ HF/S with a metal face, attack type
thats an top tier attack mod but make sure the RF is a bit worn down ok

hm,.......for attack i suggest Metal Face Lightning L-Drago 90/100/CH120RF or Storm Pegasis 100/90RF. You will need a metal face for the first one.

Try building a combo based on what he has before you suggest the top-tier combos. Otherwise, it's pretty pointless.
Attack: Lightning LDrago 100RF - Very Good (Add a Metal Face for it to be top-tier. Additionally, you may fancy a CH120 Track).
Defense: Rock Aquario ED145B - Mediocre (Add a Metal Face, Bull Clear Wheel, Earth Metal Wheel Mold 2, C145/GB145 Track, and WB or RS Bottom for it to be top-tier).
Stamina: Rock Aquario DF145FS - Bad (Switch out Rock with Burn or Earth Mold 1 Metal Wheel, 145 Track, and SD/WD/D Bottom for it to be top-tier).

You can't have both; it's one or the other pretty much. If you want more Attack, an RF/worn R^2F are your best options. But if you want to retain some sort of Attack movement with more Stamina, then any plastic F-Series Bottom will do.
Oh! I almost forgot about CS. The Coat on CS is rubber, so when the Bey is spinning on its outer circumference of the Bottom, it moves aggressively. But if it stays in the center, it will remain there as the S part of CS makes it.
Edit: I tried MF Lightning LDrago 100CS; it's alright. I'm not getting good results as I did when I first played with it though.

No, it is not. It would be an attempt at a Balance type, however it is bad.
