If there is an absentee, you will obviously have a chance to fill that spot.

he needs an account, and he cant take place in the tourney, only free play
even if there were still spots he can only go in free play since his is not on the WBO

where exactly is the tournament going to be held? In the chess area? the lake? yeah where exactly is it held?
It most likely will be held in the chess area but even if it was held by the lake, the locations are only 10metres apart so its not like you wouldn't see it. :\
