Who do you think runs tournaments?
It's the members of the WBO in the area. If you want one so badly, contact a member near you, or work on becoming a good member and you'll be able to host one.

oh i have one other question do i need to buy stadiums to have a tournament or if my tournament is popular would you bring them beacause i cant aford even 10 stadiums online or offline ps how do i beacome a good member? posting often or what?!

You can provide the stadiums or the people who come can.

If you read the Rulebooks, only certain types of stadiums are considered legal. Sometimes, some of your participants might have one too, but it is always better if you have at least one yourself so that you have a very sure source of stadium who will definitely attend the tournament. Something could happen to the other person who said they could bring another legal BeyStadium right before the event so that they could not go, and then you would have no stadiums to legally play in ...
