well you can't that would be some advanced technology, you would need something to recognise the image for it is and say no to the file.
i never saw this happen before... offensive pictures i mean.. i saw people make offensive topics talking bad of moderators but this i never saw before..
I mean that an image would be uploaded to their server and someone would have to personally check each file to approve.

I am willing to check every image uploaded on this site to be approved - I have free time but we need a whole volunteer team to do this - spread across different time zones.

my idea is not allow new members to post media for 24hours.
the prob with this guy is that he has more than 1 ip so he can change it
so noone can permanatly ban him
but if we set it so ALL new members cant post for 24hours i hipe it will deter them enough
