It officially does not come separately, but it is not the first time that people in Asia have it without the game.
If you did not know, the way the PSP game is packaged with the Beyblade is that there is a whole different package (the one shown in dimsum2u's pictures) inside the game package.

Cause the one he was selling earlier is the preview booster which is expensive but the one he is going to be selling soon is the one that comes with the game.

No, the Booster comes within the game package. What he had before were mostly leaks.
