Is this the official description of the episode?
Yes, it came from a TV listing.
It’s surprising that episode 16 got a description before episode 15. I’ll add the description right now.
This better be a reference to Hyuga's disappearance in The Legends Festival. And I hope Dante and the Hizashi Brothers participate in the Champion Tournament too (maybe they'll appear in Episode 15 alongside Kit's return).

Pri and Bell aren’t at Legend level yet, so if Dante came, they might get trashed pretty early. Do you genuinely think that Pri and Bell can fight Legends and win?

This is a pretty bad take on the legends power scaling. Hikaru and Hyuga were able to beat the legends at their level. Bel was able to beat Lui, Free, Shu, and Valt. People hated on Sparking and DB because of the legends losing to the rookies.

True, but the twins were getting trained by Rantaro, a Legend. Also, Xander one shotted Bell. Remember, he used no Special moves nor resonance, he won with a simple attack. Also remember Drum is stronger than Xander. Bell hasn’t progressed that much since then and Pri just got a new bey, her skill didn’t increase noticeably. And if powerscaling was consistent with last season, how did Bell beat 4 out of the Big 5 then get negged by Xander who is in the Bottom 5 Legends?
I mean to be fair Hikaru & Hyuga has the tag team specialist on their side. Thats where most their victory agaisnt the legend comes from its as a tag team they kind get washed 1 vs 1 they only 1 vs 1 the actually got was agaisnt Rantaro and Sisco which wasnt that easy . Now for Bell its a tricky stuff his incosistent vs legend. His victory agaisnt Shu was a fluke, he only Manage to beat Lui after getting painfully stomp over and over again.  Agaisnt Free he was good (although he needed his dlc package to do it haha) so if someone where to Say bell isnt really Legend level at least high or mid tier level its Not that wrong to say considering his Not consistent at all Quad performance kind proves it as well.
First Aiga, then Kitt and Now Valt? Dang, Pri just can’t catch a break. Pri’s gonna need that Flame Pandora real soon or she might get disqualified.
Valt is gonna wreck Pri.

There, fixed it for you. In all seriousness, how long does she last and how much effort does Valt have to use? I say no more than Ultimate Wing V, based on the preview. Anything further is just Pri having perfect Susano’o level plot armor.

This is going to be Valt’s first full battle since DB. Also based on the preview Pri is doing pretty decent against him, same with Ranzo he’s holding off Aiga pretty well. Im interested to see how good they do.

QS has been consistent with power scaling so far. The battles should end when Valt and Aiga use special moves.

You don't know if it's going to be a full battle.

Based on the preview Pri survived Ultimate Jet V unless its just an edit placing it in different orders.

Considering that this battle has a decent amount of focus and includes Pri, its safe to say this is a full battle. I Could be wrong, but why focus on a battle thats not a full one?
If it is a full battle, would someone explain to me how Pri goes from getting washed by Kitt to hanging with Valt in one episode? I just can’t make sense of that.

This is how Burst has been for the last 3 seasons.

But it always takes more than one episode. This just seems like plot armor.

I don't really think that it's plot armor. In some/most 1vs1 both sides are usually treated as "equals" at least for the first half, it usually becomes more clear on who's stronger in the second half/near the end. Plus considering that she's up against Valt she's probably pushing herself just to keep pace and they need the screen time. Also this is just the preview so Valt might domite most of it in the actual episode.

Fair. But with the immense power gap she should get stomped no matter how much effort she puts in. Remember, she got trashed by Kitt in seconds the moment he started going serious and the only reason she scored a point at all was because Knight and Twister both were wind elementals. Her peak is below a blader that’s not even Legend level. How would she face the world’s strongest blader? The only way she doesn’t get one shorted is if Valt is holding back, which may happen because he likes to see bladers push themselves.

Thats Fair. Ill hold my final judgment until the episode airs, because that was just the preview. The actual battle will probably show more of Valt’s power and the gap between him and Pri. Same with Aiga, he and Ranzo seem to be pretty even but we know Aiga has more power. I'm just happy to see Valt and Aiga battle.
Just rewatched the preview and Pri is kind of packing Valt up.

So Pri landing 1 special move and barely pushing him back is packing? At most she's slowing him down
