Seems fair to me to rate it, for to obvious reasons:

Characters - 7: Some are deep in developed, others are surface value. As such, I think a 7 fits well

Plot - ∅: I can't talk about plot, doesn't mean it is a zero.

Length - 9: Some chapters break the chain, but they are well lengthed
.
Story - 6: Idk if it is accurate or not since I'm bad at rating story and trash at plot, but that's what I came up with. It just fits there.

Name: Valac Glass

Age: 17

Character: Valac is a highly intelligent individual who is also calm, sophisticated, and arrogant due to his training with his father Theodore Glass which he hates. While at school, Valac conducts himself as a sociable, likable, and often easygoing student. However, this is really a mask to hide his true nature. While as Zero who is a symbol he made to complete his objectives which is to destroy all evil organizations and bladers his true nature is expressed. His charisma and beliefs in justice gain him the trust and respect of many bladers like Free, Drum, Aiga, Valt, and Shu who try to stop evil bladers but due to Valac battling with the mask he wears and going by Zero no one knows who he truly is. Valac is known for having a very stoic personality. He never cared about schoolwork, seeing the entire thing as trivial, even though his high intelligence would make it easy for him. He enjoys seeking out challenges, so when he's off from punishing evil bladers and organizations he often challenges strong bladers. In general, Valac takes most day-to-day affairs with open disinterest, often not even noticing the affection of others, especially Savannah, his classmate. He has a strong dislike for the legendary bladers, and noble viewing them as tepid and "overprivileged parasites" which is a quote he uses when he refers to people like Phi. In battle, Valac is very cold and tactical. He is willing to sacrifice in team battles his own teammates and even himself, if that is what it takes to achieve the objective. He also forces draws in battle if it can give him a better chance of winning the battle over all. He is also very ruthless against evil bladers wanting to destroy their beys so it'll cause them to stop blading or take time too repair or evolve their beys which will at least give time for the innocent good bladers to not be hurt by the twisted bladers. Honestly Valac isn't a hero or villain he's more of a anti hero because a good hearted blader wouldn't sacrifice their teammates just to win and evil bladers wouldn't try to save the innocent from other bad bladers.

Appearance: Valac is a handsome young man with black hair and violet eyes, which he inherited from his mother. Though when his purple, black, and gold aura appears his eyes will turn pink with pupil being covered by a red V. Valac is somewhat scrawny, having little muscle, and is rather thin. His primary casual outfit is a red jacket with a black shirt underneath and grey trousers, though he occasionally wears other clothing. The Zero costume consists of a tight dark purple suit with golden stripes, long wrapped sleeves, and a frilled white cravat. The outfit combines Victorian fashion with that of a sleek bodysuit; worn over it is a black and gold cloak with crimson spandex lining the inside and an enormous black cape encircling the head. Its immediately recognizable feature is a spiky black and indigo mask with a long V stretched over its bottom, completely hiding the wearer's face; the mask appears opaque from the outside but is actually transparent from the inside.

Origins: Valac was trained in the Snake Pit to become Shu's successor but due to the disappearance of his mother he started to resent Theodore thinking he had something to do with her disappearance. After being replaced by the next Red Eye Valac goes to Japan and makes a suit which is the Zero uniform and becomes a mask of justice for the innocent people and starts a war on evil bladers and organizations like the Snake Pit so he can eventually go back to Mexico and destroy the Snake Pit by himself as vengeance for his father abandoning him and his mothers disappearance.

Bey: Obedience Valefar, Resurrection', Rebellion, Bearing

Avatar Core (V): The avatar core is a pink V.

Neo chip (Valefar): A dual spinning black chip with a purple demon made out of golden bones with golden skulls on the wings with the wrong  color being black. The avatar also has its own golden skull and two golden legs and a golden tail.

Neo Blade (Obedience): A black dual spinning blade with purple rubber contact points on the top right and bottom left with the other sides being mini faces of Valefar like Spriggan has with purple eyes and the top part of the face being gold.

Neo Disc' (Resurrection'): A golden disc that is shaped like the metal part of Vanguard.

Neo Frame (Rebellion): Basically just the plastic. part of Vanguard but black.

Driver: A purple bearing with the plastic free spinning part being black.
Special Moves:
Obedience Spin: If Valefar is in the opposite spin of its opponent using the rubber on the blade of Obedience it's able to steal the spin of its opponent.
Bearing Drive: By using the slope of the stadium Valefar is able to speed up and attack the opponent.

Yes Savannah likes him. Can you make it just Resurrection then? Sorry but I can't find where you said what dual drive is the closest I've gotten to it is you listing how you write a bey combo in the dual burst system so can you tell me what the dual drive is?

Anime Blader, okay so the DualDrive acts as the weight for the Layer, similar to DB Armors and Single Chassis from SuperKing, they features metal placement to well..ya know add weight to the layer. Although unlike the Single Chassis, these don't features the teeth/locks of the Bey, these just have metal placed to add weight. That make sense?

Name: Perseus (Goes by Percy) Nakano

Age: 14

Height: 5'5

Favorite Food: Fried Rice. (He hates eating fish or any other sea animal).

Appearance:

Nicknames: Percy (By Everybody) The Hydro King, Ruler of the Seas, Peasant of the Kiddie Pool (By Enemies).

Personality: Percy is a very kind person but he is also pretty sensitive for himself and for his friends. Usually, he is loved by everybody for his kindness and his protectiveness to people even if he doesn't know them and especially his friends. He can get really mad since he has ADHD and Dyslexia, he gets Extremely Mad when people mess with other people for no good reason and he's protective over his friends and always makes sure their okay. He is an Average Weighted Kid and he has a Powerful Resonance with his Bey. He also has a Strong Sense of Justice and is very protective over his Bey as it was the last thing his mother gave him before she passed away, he does not tolerate bullies and sometimes even gets into fights because of bullying, (The Scar under his eye will be explained later). Even when he loses a fight and he knows he's going to lose, he gives it his all to protect the person being bullied no matter the cost. Percy is usually a smiling kid with an upbeat tempo and has a Powerful Resonance with his Bey that he talks to it occasionally and it responds so only he can hear so that some people think he is crazy. He usually puts a Positive Spin on things even in the Worst Situations. He is meant to reflect Izuku Midoriya but in my way.

Backstory: (It'll be a bit different since this is a Different Story): Growing up, Percy just lived with his Mom and his Dad went missing right after he was born. They both lived with each other and grew alongside each other until one fateful night, their apartment caught on fire and his Mom sacrificed herself so that Percy could live on with his life as he was only 5 at the time and had barely started Kindergarten. Percy was the only person who survived that Tragic Event and from that moment, he lived with his Cousin, Aunt, and Uncle. They were all very loving towards him and treated him like his own child but Percy was scarred from the event for the rest of his life. It took him a Few Months to get over the ordeal and since it was so tragic he eventually forgot about it and only remembers bits and pieces of it but sometimes they pop up into his dreams and he states those are the Worst Nightmares he has at nights. His Relatives and Cousin treated him like family and he's loved growing up with them but sometimes Percy wonders about his Mom. Once some kids were making fun of him for not having a Mother so he got into a fight which is the scar under his eye and caused him to be suspended for a week. He's pretty smart and ranges around A-'s and even though he acts like an Idoit he can read his opponent's moves with ease and understands almost every type of Math and pays attention in class.

Avatar Core: Water Cursive P.

Neo Chip: Poseidon: *It's shaped like the ValkyrieII Core but instead of the Yellow, it features Metal on it, the Yellow Parts that curve backward on the end of the chip are Water Stickers like Waves and Typhoons basically. On the Front, it features this Bright Metal Cover over its mouth, and on the top it has a Green Eye Glaring Forward).

Neo Blade: Vortex: *It has 3 Blades shaped like Divine Belial's Blades except longer and have sharp Rubber Tips on the edges of the Blade. On top of all 3 of the Blades, it has Metal Air Ducts similar to Slash Valkyrie's except they're metal and it can create Powerful Wind Tornados around it that act as a Vortex around the Bey, next to the Blades, it has Metal Seahorses on the side similar to the L Gear on Divine Belial and it connects Rubber Parts similar to the White Parts next to Divine Belial's Blades. 

Neo Disk: Sprinkle: It is a Combination between S Gear and D Gear and the All Might Disk. It is pretty small and on the bottom, the Disk is shaped like Legacy and on the top, it has a Bound Gimmick. It has Powerful Springs and can rebound off Beys and Surfaces with ease and it increases its Speed by a lot.

Driver: Plus: It's like a Combination of Power, Adventure, and Venture. It has Two Sharp Rubber Edges on the Driver pointing up like Adventure and below it there is a Ring of Rubber connected to the Two Parts pointing up and it has the Power tip that sinks in. This Part can also sink in leaving a Rubber Flat Ring that can make the Bey move at Incredibly High Speeds and it gives the Bey some Tight Teeth comparable to a ' Driver.

Dual Drive: Water Gear: It is like the 9 DB Armor, it is Extremely Heavy and balances out the Bey's 3 Powerful Piercing Beys and makes the Bey more balanced and gives it more Powerful Attacks.

Moves:

Vortex Surface Slash: (Poseidon speeds up and slashes across the opposing Beys Layer with a Strong Slash of Water.)

Whirlpool Shoot: (Poseidon picks up speed and continuously rams into the opposing Bey with a Powerful Attack.)

Waterfall Downpour: (Poseidon crashes into the opposing Bey from the air as a Water Fall (Visual) Crashes onto the opposing Bey with it.)
