Yes it is. Its description even says that its strength is one level higher than that of the original Bearing
It's hard to know what "one step higher" really means. It could just be a normal spring (the one inside is definitely not gold painted like other ' drivers), it could be a little stronger. Like, if Bearing is a half step compared to normal, "one step higher" could be 1.5 steps, still stronger than average.
It's not clear what meaning they intend here, so I wouldn't tout anything as fact until it's either released or TT specifically says something about it to clarify.
