It does feel like the Xtend Plus tip specifically might be a little better than the original release of the Xtend Plus tip. I didn't do any official testing, but after moving the original gold tip off of my Perfect Phoenix and putting the B150 red tip on my purple Xtend it has seen some significant improvement. The combo is Perfect Phoenix, Outer(red), Xtend(purple), with the B150 Xtend tip. I felt Perfect Phoenix was good but upon replacing the tip for the sake of the colors it now functions exceptionally. Matchups that were ties against friends now always end definitively in the favor of Perfect Phoenix.

It could be an issue with my original Xtend tip though that's indiscernible to my eyes however.
