well first of all, what exactly does it mean when someone says "illegal?" and what combination of parts are illegal anyway?

Well, there's illegal as in tournament play. So far, Light Wheels are illegal. Illegal parts are also fake parts (not made by Takara-Tomy or Sonokong) or parts that are modified to work differently.
